The connected iphone in "modem mode" is somehow blocking access to the license server for the PTC Creo program, how to warm up?

The situation is as follows:
1. To access the Internet, iphone is used in "modem mode" connected via usb, Chrome browser, win7. (For this method, itunes was first installed and some kind of driver along with it).
2. A license is required to work with PTC Creo, ie. the application is permanently connected to the licensed server and starts when there is access to the licensed server.
3. It is not possible to change the PTC Creo license server.
4. How can a connected iphone interfere with PTC Creo? Maybe somehow you can reconfigure the phone's network?

@Krabovi

1. Is there an idea that when you connect iphone via wifi, and not via usb, there will be no conflict or no difference?
2. Host Name: vuse.vanderbilt.edu
IP Address: 129.59.90.17
port 7788
Hike, these addresses are registered for Creo, but I don’t know what is written in itunes, but TCP / IP is set automatically in the Local Area Network Connection.
