This is not called an API, but a SIP protocol. And the number of the mobile operator is called DEF. The megaphone has a multiphone - you can receive a number and calls to it via SIP. If you only need one incoming line, you can connect a gsm gateway with any SIM card to your asterisk server and receive calls.
