Which of the budget routers is capable of multi-wan, currently 3 WAN?

Balancing is a delicate matter.
In your case, it would be ideal to break users into three groups and let each one go on a separate channel.
This is easily configured on the same MikroTik, for example RB750 or RB951.
All you need to do is set up in Mikrotik - groups of IP addresses and raise 3 NAT channels, but you can google articles about this in more detail or ask a new question here upon purchase, ideally, of course, ask one of the locals to set it up.
