Localization is the last thing you need to worry about when choosing a framework, as it is written without problems from scratch in any of them.
In general, the criteria are inadequate, you need to choose according to API capabilities and performance, and not according to the presence of monetization and localization. It is everywhere in one form or another, without it nowhere.
