In general, yes. You can remove the HDD controller drivers and then plug the hard drive into a new mother, then it seems like reinstallation is unnecessary.
I'm afraid it's very problematic to take something new with your budget. There have been no motherboards for socket 939 for many, many years, to take something modern - you won’t meet the budget, and you will have to change the memory.
