Which mini PC for productivity?

I want to buy a mini-pc, I don’t want a bulky closet nearby.

Tasks:
- Working with graphic applications in particular Illustrator
- 2 running browsers with a bunch of tabs (of course, 16 GB of RAM is needed)
- A graphics chip, for example, so that you can play GTA 5 50-70fps (I consider Vega, but is it really that good? )
- Quick launch of Android Studio and build
- Budget up to 40k.
- If you can assemble it yourself, no problem.

Or take a mac mini on the ad sites (and don't play games)

Graphics chip... Vega

At the moment, this is unrealistic to achieve, even for Avito, prices for a video card start at 45..60t.r. without taking into account the risk of fraud. Not the best moment you chose to buy iron, the price of x3 video cards.
The smaller the dimensions, the more expensive the solution, in some cases the cost of a simple case can be around 10 thousand rubles.
Only ready-made solutions can be wearable - i.e. laptops and tablets with keyboards.
If the price is so important, at least for a short time, I advise you to buy any laptop with external characteristics (screen, weight) of poor performance and use it as a thin terminal client that connects to a rented fast machine. The disadvantage is that it will only work if there is a normal Internet connection and there will be a noticeable lag in actions, especially when working with graphic and cad applications.
For games running on your (rental) machine, you can use steam remote, they have a ready infrastructure for screen casting over the network ... with proper handicraft, it can be used as a remote terminal to the machine, giving the least lag of all others (teamviewer/anydesdk/ms rdp /vnc), though only for graphics, text applications, on the contrary, work faster in ms rdp (can only be determined experimentally)
