Which Linux to choose for Postgresql 10.5?

Haven't used Linux, hence the question.
What implementation should I put in order to:
1) Have a minimum of problems with encodings and other things
2) You can install the familiar graphical interface and pgadmin

What for the schedule for a DB? Install any common Linux server distribution. Connect with pgadmin from any other machine on the network.

Ubuntu 18.04.
And what prevents to put pgadmin on the admin computer? It is undesirable to install a GUI on the server.
