Which Linux distribution to choose for VPN L2TP Server?

Which Linux distribution to choose for VPN L2TP Server? There is Debian, but it gives an error:

xl2tpd[13963]: setsockopt recvref[30]: Protocol not available
xl2tpd[13963]: This binary does not support kernel L2TP.

Those. the kernel does not support L2TP. Or maybe somehow all the same it is possible to add L2TP support to the kernel on Debian?

I use StrongSwan for L2TP. I picked it up on Ubuntu 14.04 Server. I think in a more recent LTS release there will be a newer version. Although most of the features are there and work correctly.
