Fedora os. Why is the processor loaded at 100%?

Hello.
I recently installed Fedora OS. Faced a problem - the processor is loaded at 100% for minor tasks. Notebook Lenovo G700 (Intel Core i7 3612QM 2.1 GHz, 8 GB RAM, discrete graphics card, GeForce GT 720M). Tried graphical shells GNOME, KDE, Openbox - the same result. Everything is fine inside the laptop. There is no problem in background mode. I am attaching a screenshot of top. It shows that firefox is loading, but nothing changes when running in other browsers. Tell me, please, what could be the problem.

How is it 100% if the picture is only 107.6%? You have 4 cores and eight threads. So it's not 100%, but 25% or 12.5% ​​(depending on what to count and whether streams are enabled). HTOP shows load by cores/threads.
