Which laptop of the two do you recommend?

Good day! One of my previous questions ( Why does a new laptop make a loud noise when sleeping? ) was about an hp laptop with an amd processor and one of the answers mentioned that hp works better with intel. Therefore, I had a new question: is it worth buying hp with amd at all? There are two options in mind:

HP 17-by4000ur - intel i7-1165G7
HP 17-ca3000ur - AMD ryzen 7 4700U

I don’t write the rest of the characteristics, because they are the same (almost) completely and completely suit me. The condition of the problem is complicated by the following two points: Intel, based on tests and comparisons in online services, is much inferior to Ryzen in performance, but it, Intel, is much more expensive. But, again, let's not forget what was said about the combination of hp with amd.

Knowing firsthand that psychics do not sit on forums, I will say something else important: the beech will be used for office work, surfing the Internet and programming in c #, python and web development languages. Python coding can be relatively heavy, with corpus processing and (tolerable) machine learning.
