What to do if the cooler makes noise at a low laptop temperature? or how to reduce the speed of the cooler?

I asked this question before, then everyone answered, open it and check it. Opened and cleaned of dust and replaced the thermal paste. Temperatures dropped to 40, 47 on average. But the cooler constantly makes noise and interferes with work. Should it be noisy at this temperature? And at what temperature does it make noise?

In BIOS, there are settings for the speed of the cooler, provided that the cooler is working. Under the condition of a clean radiator, you can set a 20% fan up to 60 degrees (it will be almost silent), well, up to 100% in the region of 70-80 degrees.

If the cooler was dirty for a long time, the plain bearing could be broken in it. Then he will make a vile rumble and this is solved only by a replacement.
