Which language should I choose for writing an application for Android and iOS in my case?

Hello.
I need to write an application for iOS and Android. Applications are working, such as the distribution of applications to couriers. The application will work in conjunction with the database, data must be transferred between the application and the database.
I am offered to write in various programming languages, namely:
- in C # using Xamarin
- in flash air
- in objective
- in Java
- in Eclipse
I don’t really understand this, but I want to understand in which language it is better to write applications. I understand that of course it is better on native ones, but there are others.
I would like to understand whether there will be a significant difference in the operation of the application depending on the chosen platform and programming language, and what will be the consequences of choosing one or another language?
Or, by and large, there is not much difference, would the programmer be sensible, and the rest is nothing? Maybe it's a question like this - which CMS to choose? - answer: yes, any, I take the one that is more familiar, and the rest depends on the hands.

If cross-platform, then another option is to develop an application in JavaScript. It is not even necessary in this case to make an application, but to make a site ala application.

phonegap + ionic framework, if I understand correctly what the application will be like, then phonegap is profitable to use here, since it will be cheaper than any of the options you listed and still usable.
Yes, and the answer is "none". Everything depends on the price. On the same Xamarin, I don’t see the point of writing something like that. With Phonegap, you can save at least 30% of the budget than if you choose native languages ​​for the platform (objective-c and java). Although it’s better to write on them, of course, you just get two different applications and most likely they will be made by two different people.

The question is not very clear. On the one hand, an application for couriers, that is, it is a kind of "internal" business application, for which prettiness is not very important. In this regard, you can choose any platform that will give the fastest result. On the other hand, such questions usually do not arise, because business applications are developed by people who know what the requirements are for the system. Judging by the fact that such a question, nevertheless, arose, you want to sell / promote the application. But in this case, it should be beautiful and convenient in order to interest the client. And in this case, you need to try very hard and make a good UI / UX for each of the platforms.
As a result: IMHO, you first need to decide on the goals and objectives, the target audience, and only then decide what to write on.
PS: a simple web server with html or phonegap can also work for a prototype
