Which language and framework to choose for a 3D modeling project?

Brief preface.
I have tried in the past to use openGL under win with no good results.
But those days were long ago and now I have moved to linux.
Today an idea came into my head and now I want to start implementing it as soon as possible.
Let's move on to the problem.
The project is tedious to actively work with 3D models.
So I wanted to know your opinion until I started.
What to write on? Please tell me a convenient language and framework
Ps I do not want to reinvent the wheel.

If the application is desktop, then take UnrealEngine or Unity.
If you want in a browser, then three.js or Blend4web.

You have been advised correctly. I'll just clarify. It will be easier and faster to use engines: Unity (for desktop) and Blend4Web (for web). And also use Blender to create models.
Although, to be honest, the question is not entirely clear to me ...
