Which is better, webm/mp4 video or gif?

We want to use video on the header in the landing page, and now we are wondering how best to implement it.
1. Video in webm format
2. Video in mp4 format
3. GIF animation

In a gif, such a video will weigh hellish megabytes, the page will take forever to load, and mobile users will curse you. Yes, and search engines will not be happy with the speed of loading the site.
Stop either on mp4, or on two sources - both mp4 and webm.
And in general, I would think whether it is necessary at all. It depends, of course, on the audience, but techies strongly dislike autoplaying heavy elements on sites that eat memory, processor, and even traffic with a battery.
