How to pause between animation cycles in gif and html5 banners?

Good afternoon.
Yandex has the following requirement for animated banners: animation cycle no more than 30 seconds, pause between cycles no less than 60 seconds . In this case, the animation must be looped.
Can you please tell me how to set a pause in gif banners and html5 banners? Gif is done through Adobe PS, html banners through Adobe Animate CC. Preferably through the functions of the program, I still have too little level to climb into the code

Set the duration of the last frame to 60 seconds and that's it.
In Photoshop, call the frame-by-frame animation panel and there, on the last frame, by clicking the right mouse button, select the option to set the frame delay time.
In general, it is strange that you are familiar with such programs and make banners in them, but do not know the elementary basics in animation. Trust it to knowledgeable people in this case.
