Which is better for two-player games: PSP VITA or PSP 3000?

I want to understand what is best for playing together over the network (playing in different cities).
In this regard, questions arose:

1. Does the game always go together through the play station network, to which both devices can connect via wifi?

2. Can I play through the play station network only if the games are legally purchased and the set-top box is not reflashed?

1. Either local multiplayer (Ad-hoc), or through a server on the Internet (Infrastructure). But at first it could be the developer's servers, and not PSN, EMNIP.
