Which is better for Premiere: 4770 (4.5GHz) or 1070?

Good afternoon. There is an i7 4770k processor overclocked to 4.5 GHz, 16GB ddr3 2000 MHz memory (11-11-11-28), gtx 1070 jetstream, power profile in max performance, if anything.

I process video in the premiere, 1 video track, 1 audio, there are no effects, only the video is accelerated from 6k to 10k. Playback chokes, delays before playback for 2-4 seconds, sometimes the audio is played, but the video sequence "stands", you have to restart the section again. Reproduction does not reflect the full real picture that can be obtained after rendering.
That is, roughly speaking, I adjust the video to the audio, so I constantly look at the same sections, and I constantly encounter these friezes. Video full xd. More than 80% percent is not loaded. There is no emphasis on memory, it eats 8 out of 16GB.
Premier and Windows are on the SSD. The screw does not load during operation. (although I just now thought that it might be worth transferring the files with which I am working, but the project is 70 percent ready, so next time)
Playback resolution is 1/4. Browsers, torrents, etc. are not open during operation, only prime.
So I'm asking for advice, can I use the GPU 1070 for rendering and playback during editing? Once upon a time, when I had the strength and brains to understand this, I seemed to be setting up the prime minister for the CPU, because. I then had a rotten gtx 770.
Although, maybe the prime minister himself works this way because of the acceleration by 6-10k times? Maybe everyone is like that? Maybe the prime minister is buggy, because It has been standing for 2 years (I did not change Windows). CC version 2019

Do you have an MP4 source file? Then the answer is here.
A better processor or video card will not help you, this is a feature of the inter-frame codec, they are not designed for editing.
If not MP4, then give us the text output of MediaInfo of any of the sources here, we'll see.
