My employer has an urgent need to connect an affiliate program.
The scheme is as follows:
Each partner is given a mobile phone (SIM card).
From it, unconditional redirection is set to the city number of the region of presence, which is tied to freepbx.
Task: Determine from which partner number the call was forwarded and the number of the subscriber who calls to the partner number.
Smart colleagues suggested that this requires the deversion field, which must be transmitted by the operator in the sip protocol.
Main goal: help choose an operator that has native support for such a feature. It is desirable that he could give a number in any region of Russia.
TTC refused. There is 1 such number from the Altura operator. Everything works on it, but they only provide numbers for Saratov, and the cost of forwarding will be astronomical.

Why redirects? You can directly connect to Megafon via SIP (Multifon service), you can also use VoIP-GSM gateways. My clients have several GoIP gateways (more than 20 channels) working in conjunction with Asterisk in 10/5 mode, there are no problems. I also set it up via FreeBBX.
Call forwarding will be used because the landline number will be 1, and there are hundreds of agents with mobile phones. Agent ID is his mobile phone number.
You seem to complicate the task.
Why do you need the diversion field if (when the number of the region of presence is enabled via SIP) in field B you receive this number and can route through it?
The second option - use the number 8-800 with the inclusion of SIP. For agents, calls will be free, you will not have to pay for a bunch of different mobile phones, you will only pay for incoming calls to 8-800.
Considering that you will not have a lot of subscription fees for a bunch of regional numbers, perhaps such a scheme will be even more profitable. But it's 100% more convenient.
