Be sure to take a camcorder with night mode and WDR (the more dB the better). Preferably a camera with ARD. As for readability, there should be 80-120 pixels per number. Also pay attention to the sensitivity parameter, the less illumination is required for the camera, the better.

The backlight built into the camera is a disservice in the case of license plates. The overall light level is low, and the numbers will be overexposed (just a solid bright spot instead of a number). Whichever camera you choose, forcibly turn off the backlight in the settings. Lighting should be a separate spotlight, placed away from the camera (if the spotlight is next to the camera, it will be the same garbage as with built-in lighting); ideally - several spotlights from different places.

For your task I would use 2 different cameras. One is just to look at the rooms, the other is an overview of the territory. It will be cheaper than buying a super camera with a huge 8MP sensor and recording a 60fps stream from it. Even in this case, we will get a good readability of the number only when the car is stopped. 2 cameras with 1/2.5" matrices at 2-4MP and fixed lenses (5500 rubles in retail for Hikvision) with the right angles will solve the problem.
