Which intel i7 processor to choose with the highest frequency?

I'm thinking of upgrading my computer from i7-3770, 12gb, gtx 970 to a new i7-xxxx + new memory and mother. I want to get an increase in speed per core.
As I understand it, modern tasks and games cannot use all 10 cores and it is more profitable to take very fast cores, albeit in smaller numbers. At the moment, the 3770 is good, but it seems to be as good as possible.
There are a lot of processors and there is no clear rating for them. Top processors can be very powerful, but lose out to junior processors in terms of performance per core, etc.
What is the difference in games between conventional 3.4 GHz and 4.2 GHz?
With a maximum frequency of 3.4 in the dispatcher in Windows, sometimes the speed can be 3.6 and higher, why is that?
Newer processors want dd4 memory, but it doesn't really matter for home use. So far I'm leaning towards 16 GB dd3.
