Which inexpensive USB sound card to choose for playing the guitar?

tl;dr We are looking for an inexpensive USB sound card with an instrumental input and an ASIO driver.
now a long version:
I decided to remember my youth and play the guitar with software effects. asio4all and built-in audio gave a very large delay. Now I'm looking for options with lower delays.
I'm looking at the price of the fender mustang as a starting point, which costs $200 and will probably cover all my needs. but the low latency was obtained by implementing all (by the way, a limited number) effects on the "combo" and transferring the already processed sound to the computer.
Another option is to assemble a system unit, since X-Fi XtremeMusic has remained. more or less normal ASIO and PCI drivers will give lower latency. one problem - nowhere to put.
the third and most preferred option for me: external sound + laptop / tablet. in the current laptop and in the tablet and from external interfaces only usb. so we are looking for them, and the price is limited to those same $200.
I consider the secondary market as a last resort.
if you throw out $1.5-2 slag, then most inexpensive cards do not have an input, those that have an input have a regular line-in, and those that have hi-z are not the fact that they have normal drivers.
in general, tell me who uses what, from what is now in stores ..

Two inputs, both switchable to hi-z. There is phantom power.
Recorded vocals and electric guitar, in the opinion of an amateur, the quality is excellent.
I played with a guitar chain - guitarRig / amplitube - speakers, I liked it, I didn’t hear any delays.
There is a driver for Windows (ASIO 2.0), under Debian Linux it worked out of the box.
I bought it a year ago for 7500 rubles, there was not a single problem during this time, I am completely satisfied with the price / quality ratio.
