Which hosting to choose for Minecraft servers?

Hello. I have a minecraft server with industrial mods (50 mods +-). The server is planned to play 10-30 people. Now I have vds hosting on scalacube.com, but it slows down a lot, although the server is not even half loaded at these moments. (2 CPU Xeon E3-1245 (3.4GHz), 4.5 RAM). Perhaps this is due to poor server optimization, but with the same mods on a cheap hosting (not VDS) with TPS, everything was much better. Advise where you can buy a proven hosting for the server.
ps I looked at DigitalOcean, but it's not clear what processors are used there and whether this hosting is suitable for game servers.

Maybe it's a bad ping? In this case, try to choose so that the server is located as close as possible to the users.

vds is not suitable for the game, due to the fact that it uses virtualization and VERY OFTEN one powerful processor is shared by many services.
Rent hardware without virtualization, even non-server hardware will suit you (hetzner had such hardware), the price-speed ratio will be the best, due to lower reliability.

Choose hetnzer or ovh, all people use the lane, though 4.5 gigabytes of memory is very small

Everything would be fine, but hetzner use used discs, while ovh can lie down for 3-4 days when a disc crashes. What is the budget?
