Which hosting to choose for a freelancing site?

Good afternoon guys!
We need a reliable hosting for our site, initially a small number of people are planned for hosting, but we plan to expand the base of 100k -500k users.
We need a reliable hosting where you can store payment data, passwords and logins.

Of course, we must start with Federal Law 152 and with what happens for its violations. And if they are citizens of the European Union, then the GDPR will have to be studied, and it will even be more fun there.
Storing card payment details is even more fun here . In the question at the link there is a link to the requirements for payment systems sites, the so-called PCI DSS, which will have to be met in order to store them.
And the last thing - about storing passwords. They are not kept at all . Nowhere. None. Never. They store transformations from passwords - hashes in their most diverse forms in case the database is nevertheless merged so that passwords do not leak.
Hosting reliability is in the last place here ...
