How to direct traffic from internal network to 127.0.0.1:1090 under win7?

Hello! I want to build a firewall. For this, a win7 machine with two network cards is used. One card looks to the Internet, the other card looks to the internal network. There is a stray that organizes a proxy with the address 127.0.0.1:1090 inside the machine. How to make the second card communicate with this proxy?

this is loopback, configure on the network interface

Through 127.0.0.1, only applications running on this same machine can be launched.

It is not entirely clear why to use a proxy on the feedback loop, for the firewall functionality. It's like a slightly different layer of the network stack.
