You can use services like this , or buy special equipment as already written, or take N mobile phones with the appropriate software + WiFi and a server for all this.

In your case, it is better not to use a GSM gateway, but to use a specialized SIM card aggregator. Check out SIM roulette . Up to 500 Nano-sim. Macro management or from a computer.

Make a bunch of modems.
At the expense of modem firmware, I'm zero. Look for yourself.
A self-made bunch of modems is in any way cheaper than a ready-made pool.
