Which graphics editor is best suited for developing 2d games?

I would like to be able to draw a character or a game object as quickly and simply as possible.
I always dreamed of such an editor, which has a function that will help you draw something exactly in the center or select the distance in pixels from the edge of a shape.
For example, I drew a circle and I want to draw a nose exactly in the center. The nose can be complex and I would like to be able to highlight the borders of the nose that I would like to center.
Another option. I want to draw two eyes and place them in the center of the circle.
I heard that they often use the free GIMP editor. Does it have the features listed above?

I myself use Flash - there are all sorts of Snap to Guides \ Objects modes that allow you to conveniently position some objects relative to others. In addition, with vector sources it is easier to adapt to any resolution.
GIMP is no longer in trend, and has always been an amateur. From free I advise Krita. Developers do a lot just to simplify game design and in general, the program is developing rapidly. I don't even use Photoshop anymore, since Krita3.0 came out.
