Which monitor to choose for working with graphics?

I looked at the reviews of the U2718Q but it has 4k (and from the photo the reflection of the light illuminates it), and it’s not clear how it will look on win 7 the software is also old cs 6.0, next year the software will be replaced with win10 and modern adobe

A huge monitor with a high resolution (4K) is needed mainly where there are a large number of panels in the working program (for example, After Effects or Premier). Photo editing or layout does not require this. 2K is enough for you. The Dell UltraSharp series are great monitors, but if you're very picky, you should definitely look directly at the monitor before buying.
