Which GIS to choose for a social project?

Recommend a GIS to create an interactive map. Requirements: open source, support for layers, the ability to draw various objects by any user, a multifunctional frontend.
I'm not very good at programming, but the task is this: a
lot of users apply objects that, after moderation, appear on the map. In the future, the statuses of objects change (problem, in progress, resolved). Objects are applied to different layers, this is chosen by the user when applying or changed by the moderator. Media files available from popups can be attached to objects. The map must be placed on a WordPress site.
I looked at Openstreetmap and NextGIS, but did not understand - can any user edit the map directly on the site where it is published? Or you can edit it only in a special environment, and then the changes will appear in the place of publication. It seems like what I need is a front-end GIS, right? Correct me if not right.

mapnik is a map generator mapnik.org
postgis is a repository for maps based on postgres.
openstreetmap is the maps themselves wiki.openstreetmap.org/wiki/Downloading_data.
you can choose any server, depending on what language you are programming in, c++, node, python, java
