Which framework to choose for developing a marketplace platform?

I'm working on a photography exchange project where you can make secure buyer-seller transactions. This is something similar to AirBnB, but for photographers, well, that's not the point.
I myself am a photographer, and for me to understand the meaning of the word framework is already difficult, but it does not matter.
Now I have wireframes ready and start drawing the design. And very soon we will need a developer who must have certain skills. For me, this task of choosing a platform and assessing the qualifications of a developer is almost impossible, so I will be happy to answer your questions and, of course, hear advice!
Now I have to find a developer according to some parameters that are incomprehensible to me, somehow evaluate his professionalism and somehow make a decision on the job.

Hire a project manager with experience in implementing this. He will select a technology stack, develop technical specifications, assemble a team of developers (minimum 2-3), oversee the development and hand over a turnkey project to you. Without it, you will be running around like blind kittens, and as a result, you will spend more time / money resources than you spend on paying a specialist.

Yes, in Russia, by default, yii2 is everywhere, the rest is not very popular, and if they do it on another, then it often does not reach the release, because there are no developers who can do something. Since the design is your own, then if you are looking for a developer on yii2, it is important that he has experience in adapting widgets to a different design, because it is embedded by default : bootstrap-3.ru/components.php

The most popular are Laravel, Yii (PHP), Django (Python), and Ruby on Rails (Ruby).
If the performer chooses something unpopular, then it will be difficult for you to find a person who will support the project in the future.
On the other hand, a serious enterprise tool like Symfony or Spring should not be taken for such a small project.
