in the bios there were factory settings after the hard drive was turned off in it, the next reboot it stopped showing the picture. the video card was changed to a known working one, the RAM was checked and working, the speaker does not beep, that is, the coolers are spinning, but there is no sound. if you pull out the RAM - it beeps that it is not there.

If real-time, then absolutely impossible. HTML5 does not support live video streams. Here you can either sculpt a hunchback in (mjpeg), or even more humpback through web sockets (the same mjpeg, but also with encoding-decoding of each frame in base64). I have tried both ways.
