Which framework to choose for a product aggregator for 1-3 million products?

I'm going to scale the project, for this I will post a task for writing from the "0" aggregator platform, some kind of existential is planned in a different area. It makes no sense to write in pure PHP, there is no need to reinvent the wheel, but what framework to choose so that it works quickly and does not become outdated for a long time and the code was human?

Find several performers, give them a choice with the criteria that are described here. Ask for reasons for your choice. Thus, you will not only weed out people who are not able to think and do not have experience, but you will also be able to choose a tool. Moreover, unlike us here, this person (whom you find) will be responsible for your choice. And after a while, to the question “why it doesn’t work out like that,” he won’t say: “because it was necessary to do this.”
Believe me, there are a lot of people giving bad advice, there is no responsibility. I personally don’t like it wildly when a customer comes with a specification and a ready-made tool, with which I fundamentally disagree. For if I bring to life all this TK and bear responsibility, then why does some ... from the forum or from somewhere else decide on what to do it?
