Which Framework or CMS to choose for developing a site for sending parcels?

Good time of the day!
initial data:
Everything is done manually - excel files with data and printing of invoices.
The company is located abroad and has warehouses.
Goods are added or summarized for the customs form, the customer orders the delivery service.
The client creates his account and loads money into 2 different accounts - one for sending, the other for purchases locally or buys himself and sends to the address of the company.
After the purchase, all this is collected in a box and sent to its destination.
It is necessary to automate the process of ordering and supporting documents.
Current options
1. out of the open source box - Prestashop, Wordpress with woo plugin and
2. Yii or dotplant.ru (found on a toaster, but haven't looked yet)

Hire a programmer who knows how to use any framework or CMS. Anything will do for your task, but the framework will be a more flexible solution.
The problem is that you will be advised here by your favorite tools, who are Yii, who are Laravel, who are Drupal.
