If it is "First Name" - "Last Name" - "About Me", then 4 is better, since the surname and first name are "semantically" a single whole, but in other cases 3 is better, it is more flexible, allows you to provide any length of inscriptions, and even easier he, no need to think about the container, just br, br, br - and you're done. :)
And if you choose between 1 and 2, it depends on the alignment (center = 2) and on how many lines (2 prevents lines with inscriptions from confusing the eyes).
Conclusion: it depends on the task, on what is around the form, and ideally, you need to have a tool (a component of the "layout manager" type) that will allow you to quickly change options.
By mistake, the most convenient is 3, you can display them on the right both above and below, and the most inconvenient is 4, but if from practice, then the "About me" field should not undergo any validation at all and should not be mandatory, "Name" and "Surname" is minimal, so in this case there will be almost no errors.

Always different. Look for good articles on form usability. As a rule, option 2 works best (eyes slide straight down the line, filling out forms and finding the submit button at the bottom).
If the field names are different in length - you can use option 1 (herringbone eyes, but there are no problems with unpredictably long fields)
In android (narrow and long screen) - option 3 works.
Form at the bottom of the site - option 4 looks neater (but usability is not increases).
Web, admin panel - choose a reliable option 1.
You know approximately the size of the fields, a long form for ordering goods (like in an online store) - choose option 2.
