Which foreign provider to choose to rent a server?

I am looking for a reliable foreign provider to rent a server with a reasonable price
Please share your experience of choosing and operating, what you need to pay attention to
Approximate config:
CPU 2 x Intel Dodeca-Core Xeon E5-2650 v4 (or something similar)
RAM 128GB
SSD 2 -4 pieces of 200-400Gb
HDD 2-4 of 1Tb+
It is planned to place a hypervisor with three virtual machines:
1) Domain controller
2) Server 1c + database
3) Terminal server

Look towards Azura. Channels are wide, a lot of additional services for balancing, etc.
Of the shortcomings, the control panel is sooooo confused.
