From experience with Armenia, I can say that now there are so many applicants that all local banks have tightened the screws as much as possible: non-residents are required to confirm income and rent an apartment, many banks have stopped opening accounts for non-residents altogether, and those who open have raised commissions to heaven . Well, that is, giving 3000-15000 rubles for opening a regular card is a normal picture.
The second point is that the Russian banking system is so ahead of the rest that you don't even try to find something "a la Tinkoff" abroad.
