Advise a good engine, preferably from the package, which would be suitable for the media of the project.
Meduza's is not bad:

Whichever engine you are more familiar with will do. Media project is essentially a set of pages with text, graphics and video. Tags more, categories, subscription, rating. Such functionality exists or is easily implemented almost everywhere. From simple, free and cheap to maintain - Wordpress with the right theme. In general, if the project promises to be popular, and you do not want to face unexpected problems when adding new functionality, start writing your own in some popular framework, in a language that you know.
