From what programming language and from what resource? will it be more effective to study on your own or maybe even enter a university as a programmer? To begin with, you should choose a direction that interests you. Do you want to make websites? Learn the stack of web technologies, for example, you can start with php. Do you want to give games on the unity? Learn c#
Going to a university will not be superfluous, they will give basic knowledge there, it will be easier to move on

It really doesn't matter where you start.
If your head is friendly with logic, there is an interest in learning programming - to a minimum level so that you can write simple programs / utilities / web stray - you can just take and study at least 2-3 programming languages ​​\u200b\u200bat once, and determine your specialization later, as you will understand what you are more interested in.
In this case, motivation and understanding what exactly you can implement in some area is more important, because with proper motivation you can make more efforts.
Don't look for the best, just try to write some small things.
