There is not much difference between the 1st and 3rd options, search engines are perfectly able to translate keywords and take this into account when searching. For humans, URLs are also useless in most cases, no one writes them by hand, only developers and SEOs suffer from this. As far as I understand the logic is quite simple, if the keyword is included in the URL, then it will be higher in the ranking than the translation. So if you are looking for "page" then the 3rd option, and if "page" then the 1st. Although, again, I have no information about how big the difference is, taking into account other parameters (you have not only the URL affects all this, but everything in general, from trite meta tags and keywords in the text to front-end optimization and support for mobile devices).
If I'm wrong, I demand proof.

If the domain is in the .rf zone, then the first one is definitely in Cyrillic. For the .ru zone - preferably the third (English), although the second (transliteration) is also normal.
