Which CMS website is easier to improve?

Choosing a CMS for an online store. I will put a template that will need to be finished in the future: expand the functionality and tweak the design. Which CMS wins in this matter? For example, to fix something when linking joomla + vm, you need to pay a lot of money. This is a bad option. Where is the good one?

If the question is put in this way, then WordPress (although not all store engines for WP are convenient) or Magento. As for the cost - the quality work of a good specialist always costs money. The ideal option is to find a good developer, order from him initially, and then gradually finish with him. With this approach, the platform does not play a special role - if a specialist knows this platform well and does everything efficiently, you will definitely not care what is under the hood.

It is easier to improve a site that runs on code that is familiar to the person who will improve. That is, self-written, which the developer will support.
