What cms can be used for a government agency website?

Can you please tell me if any cms or framework can be used for a state company? The site will have a personal account with personal data. We do not want Bitrix.

The problem with all free cms is their vulnerability.
When I worked in a hosting company, I often faced hacking of such sites, then the hosting was always blamed.
WP disappears, even if you try to protect it, the admin panel will still be brute, and vulnerabilities constantly appear.
Joomla and so on - also not an option.
Drupal is not bad, but not for everybody)
Bitrix is ​​a good solution, but you don't want to.
Try using frameworks like yii, Symfony, Kohana.
PS Kohana - positions itself as one of the most secure frameworks.
