Which CMS in PHP is convenient to use to create SPA sites?

I choose a tool for simple and quick creation of SPA sites so that there is php on the backend. And the frontend as a whole does not matter on what, but I would like it to be with VUE.
It is necessary that the CMS has at least a small set of standard plugins and documentation on how to make your own plugins.

Drupal8 is fine. This is already more of a framework than cms, they just supply a number of data models and architecture agreements, and then you can pick it up as you like. 30-80 starting hours will easily save.
