Which CMS to choose with the release of popups when clicking on an element?

Hello dear! I’m implementing the project and I’ll try to describe it in as much detail as possible:
There is a main screen field on it with many elements (all clickable text links) when you click on an element on the right, a 300x700 px window pops up in it, there are already tabs for the content that I include. There are also pictures and PDF files. everything can be opened in a lightbox. everything is working . in principle, I achieved the goal using html + js and ready-made solutions for viewing images and pdf files.
Works on a lamp server in the company's home network. In principle, the speed suits ... but there is no automation .. in order to add information on an element, I have to constantly climb into the code and edit everything manually ... It also depresses that the contents of pop-up windows must be written in one index.html document body file
There are a lot of elements on the diagram (more than 200) + to each prescribe a pop-up window and all its tabs with content
. I tried to split the content of the pop-up window for each element into separate files. lightens the weight of the main page ... but .. again, you need to create it manually ..
I also tried that images, for example, of some element, would be pulled from the specified folder. It is also an option . but the folder must be specified manually ..
I attached the file upload module to the folder for the selected element .. but again, you need to assign paths ... + files can be loaded and deleted by any user ...
Now the actual question. I would like to automate the process .. install CMS
1. make authorization. those. so that an element on the diagram could be created by a user who was registered and selected by me.
2. he could ... make changes to existing windows. add remove pictures and documents .
3. no admin panel
4. the content of pop-ups was stored in the database and did not overload the main page.
5. AJAX would be magical. because on each element hangs a bunch of PDF files of 50 MB each .. which open in a frame. the speed drops a lot...
I look towards CMS Joomla 3 which has a module for organizing a pop-up window .. but there you also need to prescribe the "content of the window" and include it in the page. .. i.e. the same as mine .. or finish the module on Joomla .. so that the contents of the window take from the material. and the material is already created for each element.
I would like on the framework. something light and beautiful .. but I'm afraid I won't pull it myself .. write everything from scratch .. .
something ready-made with the possibility of finishing and editing to suit your needs.
I feel that something similar has already been implemented, but I can’t really find anything. thanks for reading to the end.

There is an admin panel, there is a distinction between rights. You can make a separate entry for each article. delete, etc.
