CMS will only interfere with you. better do it right away on the framework, it might even be easier. in any case, a couple of hundred thousand rubles will have to be paid. if this money is not available, then you will have to go to the CMS, but then you will have to make any simplifications that the developers require, and getting rid of this CMS will still be difficult later.
