Which CMS to choose for the feedback form?

Good day to all. Maybe someone knows the cms in which this can be implemented ...
The essence of the task is to make a feedback form with the ability to edit the fields to be filled in and, most importantly, that the answers be saved in PDF and sent to the mail.

If you are looking for a ready-made solution that you can simply install, then, alas, you will have to cut with handles.
If you do not want to bother much, then you can use ProcessWire as a CMS: link .
It has a fairly convenient API and does not have tons of hemorrhoids when pulling the layout, like the same wordpress, for example.
It can use WireMailSMTP to send mail .
PDF files can be saved directly from PHP, read the article: link and comments about the Russian language.
It turns out that you need to:
1) Make up the form
2) Pull it on the PW
3) Write the generation of PDF files from the data received during the submission of the form
4) Send email with received PDF attachment
