Which CMS to choose for processing / distributing files?

You need to find a CMS for specific file sharing. The requirements are as follows:
1. One common list of files with a description ( file1.txt - File No. 1)
2. The administrator indicates which users which files are visible
3. The user is given a list of files with a description, creation date (maybe some other fields) and a checkbox to mark. The marked files are packed into one archive and given to the user.
4. Marked files are processed on the server in a certain way before being uploaded (how exactly the file should be processed is determined by the user himself through checkboxes).
5. Files are divided into directories.
6. Admin uploads files to one place (that is, not to each user separately, but to one directory on the server).
All files (which are processed) are text, but there are a number of ZIP files that are given as is. There used to be a good AutoWWW engine, but today it is already dead, unfortunately.

For such a task, you will hardly find a ready-made solution. In Drupal 7, you can easily set up the differentiation of user rights, the ones you listed can also be organized, but you will have to work with pens.
