Which CMS to choose for an article site with unstructured information?

the site is corporate, the information is not structured in any way - it can be text mixed with pictures, tables, videos.
the actual criteria are as follows:
- either the ability to use your own template completely, or a ready-made easy template
- the presence of a page editor (preferably visual control of the location of blocks on the page), which will allow a non-professional user to format a page using pre-prepared blocks, so that users do not turn the site to the collective farm

Wagtail has the concept of Streamfield https://wagtail.io/features/ when not just WYSIWYG, but prepared semantic blocks, php CMS probably have something similar. There, your "unstructured information" breaks into a bunch of small and various "structured" blocks.

So, wordpress is perfect for your description.
keep the admin account for yourself, and restrict the rights for them in the admin panel so that they don’t go where they shouldn’t (in the same plugins, for example, or site settings).

Content editor CKEditor5 is available in different versions:
here the dock .
We change any CMS editor to this one and that's it.
For example, you can do this: Joomla + CKEditor5 + JExtBOX Article Auto Manager (automatic filters for moving articles, changing status (etc.) by category based on specified conditions).
