Which CMS to choose for a site copy?

Often order to make a copy of the site. And even more often they want it to be on WordPress. But the cost of stretching a WP is expensive.
Tell me if there is a CMS in which all blocks can be edited by simply inserting html, including the header? I downloaded copies of the pages and inserted the html block by block.

well, just by blocks, you can insert a simple php include, describe what exactly you need to do with them later
