Which CMS to choose for a network of game databases and portals?

I bought a host and 2 domains to start with, I want to create a network of databases for different games with a friend. And I started with DotA 2, I have knowledge of html and css. And I can do the design myself. I started working on joomla, drawing a design from 0 and immediately began to face a lot of problems, in joomla 3.2 bootstrap was introduced into the core and it spoils my life a lot, replaces my css and so on. I even could hardly put a background. In short, I did not find any hints on the Internet how to get around it. And I don’t want to adapt to it, because I need my original design. I ask for advice on which cms should I choose or how can I implement my ideas on joomla.
This is what should be on my site:
- The site consists of a layout, Header (horizontal menu, search button, social network widgets and logo), Content with 2 columns on the sides (where various modules will be added like voting, social networks, a small vertical menu, etc.) oh, and the basement.
- Menu: one menu should be horizontal (drop-down), and so that it would be possible to create and edit it yourself (the desired color, font, and so on, I did tasks, and it seems like it turned out to create such a menu on css). The second is a regular vertical one with simple links that change color on hover.
- Different modules and plugins: specifically, I need cms where I could edit beautiful pop-up tips (since I didn’t find the necessary plugins on Joomla), there are similar tips on this site that I need when hovering over a skill. Good news feed on the main page.
- Complete freedom in editing the css template, not like on joomla where bootstarp is included in the core. And so that I can realize all the ideas and organize everything beautifully.
Well, I think they understood me, who can please help and give advice, otherwise I'm already tired of joomla.
And another question, on reg.ru I bought a tariff specifically for cms joomla, can I somehow change it to regular ones or can I install another cms directly into this host?
