I liked MODX for flexibility, but for working with 1000 articles, it confused with its functionality, working with articles is convenient in WP, DLE, but there is not enough work flexibility. I don’t want to write from scratch, because there will be a lot of bikes.

I, as a WordPress evangelist, will try to be as careful as possible. WP - will pull. If you need to start as soon as possible. For multilanguage in your context, Multisite is best, there is a good paid plugin for this business - do not be stingy, take it. For fields and metadata - Advanced Custom Fields 5 Pro. Also, the paid version, don't be stingy. Even along the way, there will be a need for other, smaller plugins. In general, it can be done.
But! Considering that we live in the real world, where not everything is so smooth (and, as experience suggests, everything is usually very, very uneven), I need to finish a lot / cut a lot for myself. This is all real, and you can do it qualitatively and for yourself on WP, but the amount of work will be considerable, the complexity is also on the level. Accordingly, the real cost of development and further support will be very round. IMHO, in this case it is better to write for yourself on some Laravel. Or, ideally, first build it quickly on WP and a couple of paid plugins, load the editors with work, collect all the comments / edits / suggestions, etc. And in parallel to write your platform from scratch, given the parallel real experience.
