Which CMS is best optimized for SEO?

It is planned to start either a blog or a website with quality content on a specific topic. The main goal is to promote the site in SEO. What do you advise? If you recommend CMS, please justify your choice. Thank you!

Personally, my opinion is that the approach to CEO / SEO (content & search engine optimization) should come from the requirements of the PS, which are constantly changing.
WordPress is originally designed for blogging.
Why? Because if I say something else, they will throw tomatoes at me.
But I don't want that!)
In any case, you will have to use some additional and up-to-date CEO/SEO modules for the CMS you choose.
IMHO: I prefer to use CMS Joomla (because it is much more flexible for various business processes than the same WP)

MODX is well tuned for SEO, because All functionality is assembled manually.
